Project title: “Vocational Education and Training Programme for Employment (IMEP 2)” Location: Ankara, project office (hybrid) Duration: Up to 6 months, part-time 1. Background The IMEP-2 Programme is implemented by Expertise France and EDUSER in cooperation with the Ministry of National Education and the Confederation of Turkish Tradesmen and Craftsmen, with the support of the European Union. VET4JOB-II aims to facilitate access to sustainable livelihoods and registered employment for both youth and vulnerable adults among individuals under international and temporary protection, as well as host communities in Türkiye, by supporting their vocational skills in line with labor market needs. To ensure compliance with international procurement standards including EU and contribute to effective implementation of project activities, the services of a Procurement Expert is required. 2. Objective of the Assignment The Procurement Expert will be responsible for ensuring that all procurement activities within the project are carried out in accordance with international procurement rules and regulations and the applicable national legislation. The expert will provide technical support in preparing, launching, evaluating, and managing tenders and contracts for goods, services, and works. 3. Scope of Work / Key Responsibilities The key responsibilities of the Procurement Expert will include, but are not limited to: Advising the project team and beneficiaries on international procurement procedures and contractual obligations. Preparing or reviewing tender dossiers for service, supply, and works contracts in line with international procurement procedures including EU. Supporting evaluation committees, drafting evaluation reports, and ensuring proper documentation. Assisting in the preparation of procurement plans and monitoring their implementation; Providing guidance on contract management, modifications, extensions, and closure. Contributing to the development of templates, checklists, and tools for procurement management. Ensuring all procurement activities adhere to the principles of transparency, equal treatment, and value for money. Contributing in improvement of existing procurement processes and documentation system 4. Qualifications and Experience Education: University degree in law, economics, public administration, business administration, management, or a related discipline. A postgraduate degree or recognized certification in procurement or contract management will be an asset. General Professional Experience: At least 20 years of professional experience in procurement, contract management, or related fields. Experience in EU-funded or other international donor-funded projects is required. Specific Professional Experience: Minimum 3 years of experience in applying international procurement rules and procedures including EU or equivalent donor procurement systems. Procurement process management experience in big-scaled projects (over 8 million EURO) in public or private institutions Demonstrated experience in preparing tender dossiers, managing evaluation processes, and drafting contracts. Experience in providing advisory or capacity-building support in procurement management. Knowledge of national procurement legislation and alignment with EU standards will be an advantage. Skills and Competencies: Excellent understanding of International Financial and Procurement Rules including EU. Strong analytical and drafting skills, with attention to detail and accuracy. Proven ability to work effectively with public and private institutions. Excellent communication, presentation, and interpersonal skills. Proficiency in English (written and spoken). 5. Reporting and Deliverables The expert will report to Programme Coordinator and will provide regular progress updates, including: Draft and final versions of tender documents, evaluation reports, and procurement plans.
